好像不是减税，是由于增税、禁烟等一系列措施而导致的烟草销售额降低。详见Inews 880 原文：

Meanwhile the final phase of the Act goes into effect on January 1st.

# Q" z% [) T% r; NThat's when smokers will no longer be able to purchase their fix at post-secondary institutions along with businesses containing a pharmacy, and that includes supermarkets.

But the Campaign for a Smoke-Free Alberta is still calling for a two-dollar per pack tax increase to make smoking even less affordable.
