A High Voltage question

We know that the recent incident in Suncor,
Two foremen try to use meter probes to measure
0 p$ F. o$ z' D  p14.8 KV high voltage.
9 m3 c8 i3 m' u5 {( ^& WThis is a stupid move which can cause their life.
7 ^6 n: ?. e( R7 p- Q2 k: p, n
' k" l) Q8 v) iI do not have much high voltage experience myself.
3 t; v. Z3 J/ ]9 K/ m0 V6 iIt would be a good thing to get myself educated.

# d! [1 d$ e0 X- |! b! \Can someone tell us what is the proper procedure and
' k+ Y& b; `. D1 m9 Athe proper tools or PPE to do this kind of job?

Hopefully I can have some inputs after that.

5.Grounded both side of transformer.

I think you are not going to measure the value of high voltage power line which needs special tools to do, just to test if there is power or not.

If you are going to do some jobs on high voltage equipment, you shall follow the proper isolation procedures just like 3# NorthernWolfy said above.

1 S5 o) m3 y8 G' V) o( ZAdditioin to his comments, I would like to let you know ours for your reference:
1. With single line drawings in hand and must be TWO journeyman electricians.
- @2 j0 T3 q& q4 O2. Permit for sure, and do not forget to put your own isolation lock to power supply side or on site lock box.
3. Make sure all the high voltage equipment and PPE are UPDATED. Like arc flash suits, high voltage gloves, high voltage testers, and no defects to the ground chain.

具我所知,能轻易接近这么高电压的地方,肯定有护栏及警告牌的.
  R& l2 n0 {1 r6 o( M3 S居然有人用电表去测量它,真是不可思意.

谢谢北方狼给了我们很多的英文名词术语。
以前在国内，换过大变压器的保险丝，其它两相还带电，只穿着绝缘鞋，就用绝缘棒拿下来就换了，外面正下雨。现在想起还有点害怕。

Yes, you are right. When you put ground chain on, you need to hook up the ground stud first and then you ground both side of the transformer which is also discharging. But if you Hypot cables(or meggering), you have to use ground stick to discharge the cable at least 15 minuts(or 30 minuts which depends on how long the cable is) when you finish the test.

上学时老师就说过，Epcor就曾经出过这样的事故，3个有数十年工作经验的electrician用600v的表去量14.4KV的switch gear, 2人死亡，一人重伤（带了high voltage gloves）。

人生有几个数十年,三人的经验加在一起就接近一百年.
居然用错量程,量错电压,这可算是史上最牛的"工业事故"了.

我的老师在Epcor也干了20多年了，当然可能不及你的工作经验丰富。

% y/ t) L- e5 D4 V$ Y, ]5 C. ^$ L嘿嘿，我也不是很懂，但喜欢看大家讨论一些问题。这才是在国外我们中国人应该做的事。我们以前有个项目，定过ABB的高压开关柜，监测仪表和开关都是低压的，操作很安全。还有进plc的信号。
