I have been seeing a lot of chinese working for that company. if you want to know more about it, go to the company's website.

I don't see  why not. but CGI as I feel is not a GREAT place to work, salary wise. but they always have great project to get great experience.  I think they still need .NET developers for some projects, but not for our project now.

It is a consulting company, right? it will be a big concern for them whether or not they can put you in front of their client. so, YES, english will be a pretty important criteria.
