lowest rate cell phone for just in case

Ever heard of Virgin mobile.
+ Y+ E) H4 H$ @' A, QI personally have no big use for cell phone but a friend of mine told me I should have one on highway. Virgin cell offers 15 minutes that last three months.
Anybody used it or know how much is that 15 minutes?
