for Internet services. It is essential that I hear the views of Canadians/ D }( T9 z" ?1 c5 ]1 t! X
on the issues that matter. Prime Minister Harper and I have been clear! O! K7 ~* i' ]
that we cannot support imposing a UBB business model on wholesale Internet
9 n4 }$ g! `9 z) ~% Lservice providers. e* I/ L' \" z. |% m) ^# e& z0 J

Our government recognizes that the Internet and digital technologies are8 p& m$ @0 ^8 P, j" { m' W3 Q
an increasingly important part of everyday life—including driving
/ O/ x& Q, ^$ b) winnovation, commerce and social interaction. As the government develops9 J; }) n0 ]" P: `: W7 q
Canada’s first comprehensive Digital Economy Strategy, we need to look: y- F. b2 Z2 p( _: N
carefully at how issues like UBB affect the big picture. We will be
6 j, W5 d* C; z3 aguided by our long-standing policies of encouraging competition and
0 f( C9 Z" L9 H( |: v- L0 cinvestment, increasing consumer choice, minimizing regulation and allowing
: ~2 Y, E0 s' n9 i$ Fmarket forces to prevail. 2 ^1 c4 |' [7 s/ O4 y
: m6 Z8 R- G5 G- a8 ~0 m2 O: j
The Canadian Radio-television and Telecommunications Commission (CRTC) has8 T6 D5 q0 _7 {) o0 C
chosen to examine these concerns that the government shares with a large
8 I6 E* g$ g" Knumber of Canadians. Details of the CRTC consultation are available at

When the CRTC reaches a final decision following its consultations, the" h( u* F) X7 S2 ]
government will carefully assess the CRTC position to ensure that it is in: y ~! W+ \9 `$ P2 n& e- C
line with the best interests of Canadian consumers and encourages+ y# \" U! V. Q/ J' E" o5 @0 D. d
competition among internet service providers. I will be recommending that$ a- \0 A6 x& U3 f5 ^# s( C4 z
any decision counter to these foundational principles be reversed.. ], e9 Z+ C$ _) Q3 Y, A
