for Internet services. It is essential that I hear the views of Canadians

& M: H, l, Q% q. N6 l2 v" Ithat we cannot support imposing a UBB business model on wholesale Internet% W G8 Z; g" X5 T
service providers.

Our government recognizes that the Internet and digital technologies are
6 x5 k' q1 U1 x) r* `( @an increasingly important part of everyday life—including driving
( X, g( z1 P: y& r7 Binnovation, commerce and social interaction. As the government develops
1 `# I! n. h: I" I lCanada’s first comprehensive Digital Economy Strategy, we need to look
/ d; p# J) f( ?; b2 g4 ~carefully at how issues like UBB affect the big picture. We will be$ J4 K& J$ u6 W- r+ j9 L& r. d
guided by our long-standing policies of encouraging competition and
, c3 T& R. a( pinvestment, increasing consumer choice, minimizing regulation and allowing
# s7 z$ R( K5 o8 B( A/ O" ?" Vmarket forces to prevail.

. S) }, F0 n' tThe Canadian Radio-television and Telecommunications Commission (CRTC) has
7 I/ `7 O( X4 h3 y% Vchosen to examine these concerns that the government shares with a large( D0 H) J2 A9 M3 d
number of Canadians. Details of the CRTC consultation are available at4 {9 T- I% N8 S" L/ [/ r8 Q

When the CRTC reaches a final decision following its consultations, the

line with the best interests of Canadian consumers and encourages+ |. l' y7 V' n# e0 Y% Y" n3 \
competition among internet service providers. I will be recommending that+ I" Q l& V. B4 z+ `' K( ]; U4 T
any decision counter to these foundational principles be reversed.
