Thank you for expressing your concerns regarding usage-based billing (UBB)

on the issues that matter. Prime Minister Harper and I have been clear1 u( f/ L3 @# T) w- u- G8 [! k
that we cannot support imposing a UBB business model on wholesale Internet
+ d) I6 {, {; l5 Wservice providers.

! {- ~, t. Y: M, z( |- mOur government recognizes that the Internet and digital technologies are
7 h) O$ Y. A9 H* x7 ^3 d5 [an increasingly important part of everyday life—including driving
3 J& t5 {- k2 W: Y* t( ]innovation, commerce and social interaction. As the government develops
( B2 |) O! o3 J9 r% I/ B4 D: VCanada’s first comprehensive Digital Economy Strategy, we need to look
; Y" A* J5 `1 e# Scarefully at how issues like UBB affect the big picture. We will be0 |+ a7 h- p+ V+ I
guided by our long-standing policies of encouraging competition and; X4 n4 a0 f" U* i
investment, increasing consumer choice, minimizing regulation and allowing
1 ?: q* | h- V) u0 umarket forces to prevail. 1 I: |% I: W/ u* F5 h/ q0 y9 G
) r: T4 K# s6 V% X3 PThe Canadian Radio-television and Telecommunications Commission (CRTC) has
9 a2 d, Y7 k' N$ r- ]2 c5 gchosen to examine these concerns that the government shares with a large
0 a* Y5 d/ t* ~number of Canadians. Details of the CRTC consultation are available at
) t- f& i O4 n5 L- Fwww.crtc.gc.ca/eng/com100/2011/r110208.htm. . a3 e* H5 ]$ i3 c* V0 r
$ ~8 g2 _, h5 d3 t7 H: }* hWhen the CRTC reaches a final decision following its consultations, the
5 c/ C8 `+ @" ?$ Agovernment will carefully assess the CRTC position to ensure that it is in
) e+ Y. N" `% T4 z+ n& p _( Rline with the best interests of Canadian consumers and encourages
/ C, k7 F3 a% B/ q4 E/ p& a& d& }competition among internet service providers. I will be recommending that. q4 H* m3 G# i! C
any decision counter to these foundational principles be reversed.- x {0 H# i5 ?8 s/ d: V( v
