that we cannot support imposing a UBB business model on wholesale Internet

( B2 |) O! o3 J9 r% I/ B4 D: VCanada’s first comprehensive Digital Economy Strategy, we need to look
; Y" A* J5 `1 e# Scarefully at how issues like UBB affect the big picture.  We will be
guided by our long-standing policies of encouraging competition and
investment, increasing consumer choice, minimizing regulation and allowing
1 ?: q* |  h- V) u0 umarket forces to prevail.

) r: T4 K# s6 V% X3 PThe Canadian Radio-television and Telecommunications Commission (CRTC) has
9 a2 d, Y7 k' N$ r- ]2 c5 gchosen to examine these concerns that the government shares with a large
0 a* Y5 d/ t* ~number of Canadians.  Details of the CRTC consultation are available at

5 c/ C8 `+ @" ?$ Agovernment will carefully assess the CRTC position to ensure that it is in
) e+ Y. N" `% T4 z+ n& p  _( Rline with the best interests of Canadian consumers and encourages
/ C, k7 F3 a% B/ q4 E/ p& a& d& }competition among internet service providers.  I will be recommending that
any decision counter to these foundational principles be reversed.
