that we cannot support imposing a UBB business model on wholesale Internet
service providers.

2 D5 X! U9 ?3 s- h5 A7 Lan increasingly important part of everyday life—including driving
, g; h$ o/ y$ m' E; |  pinnovation, commerce and social interaction. As the government develops
Canada’s first comprehensive Digital Economy Strategy, we need to look
carefully at how issues like UBB affect the big picture.  We will be
  i3 W! t  X& J& mguided by our long-standing policies of encouraging competition and
+ C! C$ ^( n) m  k6 M# A) Winvestment, increasing consumer choice, minimizing regulation and allowing
market forces to prevail.

  B; O% B" R2 K8 M. y0 YThe Canadian Radio-television and Telecommunications Commission (CRTC) has
chosen to examine these concerns that the government shares with a large
2 N! W4 ^0 v! k. n/ W- n, Inumber of Canadians.  Details of the CRTC consultation are available at

$ ]2 n$ J8 N1 J2 u* dWhen the CRTC reaches a final decision following its consultations, the
government will carefully assess the CRTC position to ensure that it is in

# B) [7 q3 D' d. H) H& Lcompetition among internet service providers.  I will be recommending that
any decision counter to these foundational principles be reversed.
