for Internet services. It is essential that I hear the views of Canadians
& d& x; i$ X0 ?( hon the issues that matter. Prime Minister Harper and I have been clear( v% f" `0 d, G9 B% Y
that we cannot support imposing a UBB business model on wholesale Internet' N# U2 p: n) t! H+ A9 ]
service providers.

* f4 \9 X7 z! |9 S6 uOur government recognizes that the Internet and digital technologies are
+ J" u5 a; ~2 L: tan increasingly important part of everyday life—including driving1 k. I3 N3 Q3 P1 Z6 |3 j
innovation, commerce and social interaction. As the government develops) l F; W( N1 ?
Canada’s first comprehensive Digital Economy Strategy, we need to look
8 x# o- R6 f' o8 Dcarefully at how issues like UBB affect the big picture. We will be' y* Z9 g3 A! M: X* Y/ ?
guided by our long-standing policies of encouraging competition and( |& a! k& ^; R$ m
investment, increasing consumer choice, minimizing regulation and allowing& G2 A( a; J1 ~0 w+ c4 e
market forces to prevail. - |% }0 i% U% h1 M4 {

The Canadian Radio-television and Telecommunications Commission (CRTC) has
9 l) w( l, O- v. k, }1 r! K9 ]chosen to examine these concerns that the government shares with a large! ^1 a2 }( V+ W: Z O
number of Canadians. Details of the CRTC consultation are available at3 B; K1 G4 Q `9 q( S$ Q

When the CRTC reaches a final decision following its consultations, the
4 q, H# a: Q: D/ Fgovernment will carefully assess the CRTC position to ensure that it is in) L- }5 m$ I6 u% h% G# z2 T" m) p
line with the best interests of Canadian consumers and encourages! C3 \% W# u4 `, P+ N9 P% R
competition among internet service providers. I will be recommending that
a. M3 ^# E6 k. Kany decision counter to these foundational principles be reversed.8 K. k3 n0 s+ t, _& J
