who  can apply，  说
To apply for the Parent and Grandparent Super Visa, you must:

9 ]: N8 X$ G  T% K6 y•be the parent or grandparent of a Canadian citizen or a permanent resident of Canada;
7 o& v# N# w3 T$ U•be found admissible to Canada; and
•meet certain other conditions
# |) j8 K' b- o- Z; m没有明确提到是给已经申请移民的人。
