• call city number (Call Before You Dig number), cause I am going to build a deck, not sure if I need to call
• put top soil
• call to get final grading approved
• build deck
• build stone path and flower bed
• build fence
• put grass on top

You should finish final grading before building deck. Otherwise the elevation under your deck will be lower than other place and water will flow to it.
