I am not sure about the seller's situation. If seller is asking this question, it would be only at the time before he negotiates the mortgage with banks. If seller owns the house already, either has a mortgage or clear title.
If he has a mortgage, his bank should have told seller, hey, when you sell your home, there is no penalty because your mortgage is Open. If it is a closed term mortgage, depending on the terms, there will be some penalty.

As long as you are not losing money, sell the assets and get rid of debts, it is not a bad idea.
