First-time homebuyers in Edmonton will get a break. A unique, made-in-Edmonton program will put up to 1,000 new homes on the market and help ease Edmonton’s new home crunch. Thanks to an exemption to the Municipal Government Act and the support of Edmonton City Council and the Edmonton-area school boards, the First-time Homebuyers Program willtransform 20 unused school sites in city neighbourhoods into potential locations for new homes. We are working towards the April deadline for finalizing deliverables and timelines associated with the program elements.

In Edmonton’s hot housing market, there are many different demands for a wide range of housing.

The First-time Homebuyers Program is designed to address income-earners who are within 5-10% of the purchase price for their first market-priced home.

The Program enables a five year deferred payment on the market value of the land (established at time of sale).

( }; B3 `% _0 K' DBuyer criteria have been identified in consultation with industry advisors from:

a major financial institution
Edmonton Home Builders Association
Feedback from residents in the two pilot sites in Greenview and Canon Ridge communities was also considered when developing the criteria.

8 \" V( u6 _3 i) TBuyer Eligibility Criteria:

2 a9 b/ h5 |4 ]Buyers must be first-time homebuyers.
& [2 b1 k5 K' i, pBuyers must be Canadian citizens or have permanent resident status.
& U. E' ]6 N& FBuyers must qualify and have pre-approved financing for the market value of the home – exclusive of the value of the land (maximum 35 year mortgage amortization).
4 S0 j' c7 L( A3 w' h! ?3 nBuyers’ family income will not exceed a maximum level (to be determined).
Buyers may not have a net personal worth exceeding $15,000 excluding primary vehicle and 5% down payment for the mortgage.
The First-time Homebuyers Program has developed guidelines to prevent speculative real estate investment or "real estate flipping".

Additional requirements for successful applicants:

- f/ O1 {' V7 hBuyers will be required to sign a statutory declaration confirming they meet the requirements.
. h$ g! T" c' p( A% P- _$ mBuyers must be owner-occupants of their home for the five year term.

Next Steps:

The Working Committee is developing processes for lottery draws for each of the 20 sites. Proof of eligibility will be required. Eligible applicants can apply to any of the 20 sites. Only one application per family per site will be accepted.

0 R# @1 k: a: TThe First-time Homebuyers Program will widely advertise the lottery draw process when ready to accept applications. There will be no waiting list.

The lottery draw process to purchase homes in the first two pilot sites will be announced after construction has begun to allow determination of final building costs and purchase price.

Construction of the two pilot sites is expected to begin in early Spring 2008.
