First-time homebuyers in Edmonton will get a break. We are working towards the April deadline for finalizing deliverables and timelines associated with the program elements.

; E* I$ K) `, u6 c2 v# V2 HEligibility: Eligibility principles are being discussed, which will determine who may access the program.

Builders: We are evaluating a variety of alternatives regarding how new houses may be developed.

Advisors: We have identified a need to draw on private and public sector expertise as we plan program implementation. Groups from both sector have been invited to participate and support the development of the program.

In Edmonton’s hot housing market, there are many different demands for a wide range of housing.

, q( \5 s+ w* QThe First-time Homebuyers Program is designed to address income-earners who are within 5-10% of the purchase price for their first market-priced home.

The Program enables a five year deferred payment on the market value of the land (established at time of sale).

. ^# \' ?- e- Z. _/ gBuyer criteria have been identified in consultation with industry advisors from:

# A6 W) v' F* W" O: x6 z" q5 QEdmonton Home Builders Association
Feedback from residents in the two pilot sites in Greenview and Canon Ridge communities was also considered when developing the criteria.


$ ?* O% O& o  m: s' o6 X. L7 j. GBuyer Eligibility Criteria:

Buyers must be first-time homebuyers.
9 C5 R& n1 P# E, \. f" BBuyers must be Canadian citizens or have permanent resident status.
: q* Z! z( _7 t" LBuyers must qualify and have pre-approved financing for the market value of the home – exclusive of the value of the land (maximum 35 year mortgage amortization).
) m2 l  d' c# LBuyers’ family income will not exceed a maximum level (to be determined).
Buyers may not have a net personal worth exceeding $15,000 excluding primary vehicle and 5% down payment for the mortgage.
The First-time Homebuyers Program has developed guidelines to prevent speculative real estate investment or "real estate flipping".

Additional requirements for successful applicants:

2 C: c! t  C+ T& W7 ZBuyers will be required to sign a statutory declaration confirming they meet the requirements.
Buyers must be owner-occupants of their home for the five year term.

Next Steps:

0 A+ i0 d& Z' A0 ]: C0 r0 M3 XThe Working Committee is developing processes for lottery draws for each of the 20 sites. Proof of eligibility will be required. Eligible applicants can apply to any of the 20 sites. Only one application per family per site will be accepted.

0 r, C) s  K# G; z. KThe First-time Homebuyers Program will widely advertise the lottery draw process when ready to accept applications. There will be no waiting list.

The lottery draw process to purchase homes in the first two pilot sites will be announced after construction has begun to allow determination of final building costs and purchase price.

Construction of the two pilot sites is expected to begin in early Spring 2008.
