CHIEF RETURNING OFFICER

JOB SUMMARY:  The Chief Returning Officer reports to the President of  ; Y3 e) L% E; E9 K: h* W. \9 E# a
the Students' Union and oversees all electoral logistics as per Bylaw  % T/ R, R0 `7 ^6 j( v; [. E3 G' W# r
2000.  The Chief Returning Officer shall be recommended to Students'  - G+ V4 C; i' X' {+ H! w* S
Council in the manner set out in the Council Administration Committee  ! @5 p3 S2 ], H4 J
Standing Orders by April 15 and serve from May 1 to April 30 of the  
) S: r; e2 v1 h. V" E0 \0 Nyear following their appointment.5 K4 X" t* ~& ^" y

DUTIES AND RESPONSIBILITIES:3 C  |4 |' x& g& k9 h8 _) r

1) To run the elections as per Bylaws 2000( h; L" o1 y7 I
. e$ W* J% e$ U) @0 c
2) To run referenda/plebiscites as per Bylaw 2000.

& _. Z- T! ^$ `3) To choose the Deputy Returning Officer(s) and assign their duties.
- M6 g  T3 s6 [; t" b( w/ E7 Z% k7 B! ]; u( B
4) To organize polls during elections/referenda, including appointing  
) k, d) B( m0 w4 v' Vadequate poll staff and situating polls at appropriate locations  
( q4 i; Y4 o1 Jacross campus, and advertising the poll locations.
5 t4 h) b+ a/ H8 [3 a/ n8 z& z
7 b( M8 _' v, N3 m5) To oversee the physical count of the ballots during elections/
/ a# n- e2 W5 K) G$ }referenda.! r% m/ S1 U2 H+ e* \. z
# J0 U, V: p6 A
6) To report the result of an election/referendum to the appropriate  6 U+ t! l4 k) S1 H9 b9 k
parties.9 Z6 g# W% S/ S: {0 s

7) To facilitate classroom speaking arrangements during an election/
" l  e& y0 ~9 D7 U5 j! F* Z& `. Dreferendum.

! ^2 p5 b& I/ t' Q& p0 y8 v To enforce budgetary regulations as stipulated in the Elections

3 i% K, P4 Z9 k& ]+ {, W10) To be available to all parties during elections/referenda for a  , w' x: C) q( B: T5 ~6 Y1 j
minimum of four (4) working hours a day, between Monday to Friday,  
3 g8 d+ K2 j' J! D. Xfrom the first working day after nominations close until the last day  
0 {9 E. a% e- J& k$ y% Wof voting.  These hours are to be posted in advance.

11) To act as the arbitrator in any dispute which may arise during  
6 ?; s4 ~0 ^; vthe course of an election/referendum.* X  q8 M$ |6 U/ q' j9 r

12) To ensure that a cost effective and accurate ballot counting  
2 u) Y; g$ r0 C* J+ g: w) y! L- i8 Gprocess is in place.

13) To submit to Students' Council, prior to April 30, a final report  ! P7 E" ]  _0 i4 L$ Y4 `# s% Y
of activities and recommendations.+ s* g  G5 h; k' a2 U$ I: ?

: f. l0 H6 p8 F% i$ E14) To organize a minimum of one (1) forum to be held during the week  : M2 i) N6 @+ ?( ~5 m
of campaigning.

15) Perform other job related duties as required by the Council  1 }* o& M! v. x. I* G9 w

7 B# Y" Z1 i9 t; Y! mQUALIFICATIONS:% T. j& E2 n" n6 n- x/ n3 J6 }

. N5 C% }0 z% z' Y% o8 S1 T1) Must be an undergrad student registered in at least one (1) course  
& n6 k4 l* g1 jfor each of the terms of Winter Session and shall be a full Students'  
4 a- y& ?/ G& W2 S! OUnion member.6 a7 h. ~8 g, F# n
5 D2 i. Y$ i$ s
2) Must have some experience in student elections.' q5 m" w  ~( M" G* e/ ?

; O; ^; i$ V& w4 Z# y! J) f3) Shall not concurrently hold a position on Students' Council, or  . R& ?* W' k- f. ~5 o  F
any of its standing boards, committees, or any other paid position  
3 v& l8 r7 V4 l& R- m$ swith the Students' Union.
) G# h, }5 K% W$ a6 C6 [+ N% D3 p+ O/ g/ D. p2 v4 h% J! k& Q
4) Willingness and ability to work varying hours.

5) Excellent project management skills are required.

5) Ability to deal effectively with Students' Union and University  & Q2 N" q1 e  o: x% W1 ~* o
