1 t: b- j& {, A# A- u/ D  r' rJOB SUMMARY:  The Chief Returning Officer reports to the President of  
/ e1 R7 G& `- O' bthe Students' Union and oversees all electoral logistics as per Bylaw  # l* v4 @) u! t" [% l% Z
2000.  The Chief Returning Officer shall be recommended to Students'  
& B0 Q' h; ]1 ]5 s2 V( }Council in the manner set out in the Council Administration Committee  4 z# p4 B# [/ O0 l% K/ X
Standing Orders by April 15 and serve from May 1 to April 30 of the  & M7 [4 V% l4 G
year following their appointment.7 W1 V; i# E0 Z1 m3 ~4 H

DUTIES AND RESPONSIBILITIES:3 n4 f1 D1 Z1 e

1) To run the elections as per Bylaws 2000
7 w7 h' J5 o+ f! D
# a7 Y: u3 Z9 A+ P: D) m- H, [2) To run referenda/plebiscites as per Bylaw 2000.
. a7 V; A  V' B) Q" o* B! S! ?5 ^! ?' ]6 z% c
3) To choose the Deputy Returning Officer(s) and assign their duties.$ a8 [  ], G" x, {0 h, G

: n% v5 _8 x; T2 Z7 c5 `% h$ u4) To organize polls during elections/referenda, including appointing  : d4 }8 N5 q: }0 v1 N* w5 I6 K
adequate poll staff and situating polls at appropriate locations  $ ~) S$ n9 q+ ~! Y% y$ u( o7 U
across campus, and advertising the poll locations.
& c8 {- O! k$ e( h* u6 a4 M$ Q! l* i7 A9 B' y! K3 D+ z+ W& Z' ]
5) To oversee the physical count of the ballots during elections/ ( p* R% a( q9 m% A
referenda.
& s2 _/ a, {: W+ a1 q( C) d/ Z$ X
6) To report the result of an election/referendum to the appropriate  
" }# O& T# P% U+ hparties.2 I7 F9 A0 L3 P7 H

  t7 U, L8 O% u) V$ g1 s9 e* n2 G7) To facilitate classroom speaking arrangements during an election/
# Q$ q% s* C  g! kreferendum.

To enforce budgetary regulations as stipulated in the Elections  7 w7 i5 K3 R' \/ [
Bylaw 2000.! y' n! Z! Y4 f! }$ _, u7 ~

, c: Y7 C; b! S3 C1 v2 \) R- a10) To be available to all parties during elections/referenda for a  
4 Z1 h2 q- Z8 Y$ @minimum of four (4) working hours a day, between Monday to Friday,  
3 u6 L: p6 `3 S5 g7 A& O: Ffrom the first working day after nominations close until the last day  : w' F! u1 {* m  S9 U3 Y2 c
of voting.  These hours are to be posted in advance.
1 ~$ S6 B" w8 F$ v0 K2 T6 m- j5 }& E$ w! S% n  `+ F7 ?
11) To act as the arbitrator in any dispute which may arise during  
& K+ i, Y) U% S+ l9 Z; X+ T) Ithe course of an election/referendum.8 s! {3 V+ j& J. m& k( N/ c0 Q: L- f

% L: o: i1 D7 |' w  h- H; N3 o12) To ensure that a cost effective and accurate ballot counting  " Y. u2 v4 J. [$ }" V5 F: a# @
process is in place.

13) To submit to Students' Council, prior to April 30, a final report  
2 S( Z% {  u2 Z9 }5 T8 tof activities and recommendations.+ h/ |0 C7 R5 t$ c0 \5 w# P, b

5 b" \, m5 k, y- f  w14) To organize a minimum of one (1) forum to be held during the week  
& s; o5 j& q2 B: Z1 D8 Z, F" Y- wof campaigning.

! }9 m* j, A! Z% M. e( j; g15) Perform other job related duties as required by the Council  ) b- }- Z7 o# P$ X! `' C* n

+ k, T( R. U2 F2 l: g' i0 ], x/ \QUALIFICATIONS:

1) Must be an undergrad student registered in at least one (1) course  
0 L& l; q5 b" p: z8 b2 N; Ofor each of the terms of Winter Session and shall be a full Students'  : e( X, R3 g! e
Union member.
9 G6 u* `1 U/ k+ c% O( J3 H* N" x8 X( p8 z% G9 ~
2) Must have some experience in student elections.0 W0 J. H! H& a* c
$ n" W  R2 G, K4 s& D$ N
3) Shall not concurrently hold a position on Students' Council, or  - b( z' [% X! H4 b2 L
any of its standing boards, committees, or any other paid position  & G6 ^4 p) }: G2 X: \$ M
with the Students' Union.4 M' r  x. [3 W. r9 }8 J

4) Willingness and ability to work varying hours.

! \6 t& p# g& M! }4 Z  q5) Excellent project management skills are required.: f" y* v4 o2 h1 ~& Y$ o

5) Ability to deal effectively with Students' Union and University  , a! O% d# ^' Y- M3 m/ m3 R: G) V
staff, students and the general public.8 H4 f) y6 }$ d5 j2 L7 t
