当然不是了。请看：

Do not make a U-turn unless you can do it safely and without interfering with other traffic.
0 C; T1 K9 E8 E1 Q( n9 w& D/ tOutside urban areas U-turns are not permitted on a curve or near the crest of a hill where the driver of another vehicle cannot see your vehicle.
) b7 N2 a: h, o9 ?' ]
) V4 h. `; Q& J& vU-turns are not permitted in urban areas in the following situations:
On a roadway between intersections.
5 q" H5 T* N) n/ P* H: hWhere a sign prohibits making a U-turn.
At an intersection controlled by a traffic-control signal (traffic lights).
At an alley intersection.
