Canadian Visa for student in US

International Student in USA with Chinese Passport wants to come to Canada for Visiting

My sister is studying in USA with student visa and Chinese passport, and she would like to visit me in Canada. Is it difficult to get a Canadian visa without being with 旅行团? It is much appreciated if anyone can let me know the processes.
