Thanks for your reply. Now the only inspector is builder's inspector. He works for the builder. If he said the inspection met the standards regarding the elevated basement floor, should I accept his words as he is a licensed inspector. According to the rule, the new house buyer can not bring their own inspector. So I am kind of suspect the whole inspection process but nothing else I can do.

Inspectors are city's employee not the builders'. If you don't believe this inspector, you can talk with city's coordinator.

Actually thicker basement floor is more ideal. 2" thicker is better than 2" thinner even though it reduces the ceiling height. I see no reason to be mad about.
Thanks for everyone's valuable input. It has been an exciting and stressful process for building our new house. However it also is a good learning process.
