on the issues that matter. Prime Minister Harper and I have been clear3 K% B" H% ~' |4 S4 ]2 ~+ C/ Z
that we cannot support imposing a UBB business model on wholesale Internet
4 O7 P! s9 P$ {0 _service providers., W9 i4 N1 Y3 W; T! X0 @2 J) \" h

Our government recognizes that the Internet and digital technologies are
6 W" w- |; C1 v& D) han increasingly important part of everyday life—including driving. ~0 H9 x4 ]% x
innovation, commerce and social interaction. As the government develops }1 i, h0 x+ Y" H# s( E- e8 ~
Canada’s first comprehensive Digital Economy Strategy, we need to look4 W2 S. j" u" `6 E4 t. K
carefully at how issues like UBB affect the big picture. We will be0 e: f+ N* f4 F5 a2 e" @
guided by our long-standing policies of encouraging competition and
" v+ V6 d L' d. D" M8 `investment, increasing consumer choice, minimizing regulation and allowing0 D0 `. b7 w2 x
market forces to prevail.

The Canadian Radio-television and Telecommunications Commission (CRTC) has
: N4 g" d6 S7 L# l2 q9 ?! Rchosen to examine these concerns that the government shares with a large
8 x: o q" H8 \! ]: Z3 Rnumber of Canadians. Details of the CRTC consultation are available at1 e) v+ k7 K# b8 E

When the CRTC reaches a final decision following its consultations, the1 \/ O7 L% R* c! i3 a
government will carefully assess the CRTC position to ensure that it is in8 ^9 I# m' d3 ]5 b8 p2 V5 P
line with the best interests of Canadian consumers and encourages
2 @/ c$ O+ D# {3 C$ g; l1 `competition among internet service providers. I will be recommending that
9 p Q3 {9 V- o. f. }- }; ^any decision counter to these foundational principles be reversed.8 z* V$ ?/ F: c
