that we cannot support imposing a UBB business model on wholesale Internet* W! r6 C) i8 ]# s
service providers.

- @% I+ l0 t2 r8 W( OOur government recognizes that the Internet and digital technologies are+ o' r4 ?4 C. Z! d" c$ q
an increasingly important part of everyday life—including driving
0 D% a0 u$ O. R9 ^! [- D6 w1 binnovation, commerce and social interaction. As the government develops4 t6 a% {0 Z7 e, l/ ]+ S( f6 C. m3 p
Canada’s first comprehensive Digital Economy Strategy, we need to look) y7 \" L& H9 N* k$ v( w
carefully at how issues like UBB affect the big picture. We will be& h. B8 a8 h; Y
guided by our long-standing policies of encouraging competition and
9 }! D1 D& ^! |& b- @1 |, o4 r! D! {investment, increasing consumer choice, minimizing regulation and allowing
) ~. k3 X) u) D+ e& c- O0 umarket forces to prevail.

9 K8 Y, S" r) t& }( `5 d5 f6 y* uThe Canadian Radio-television and Telecommunications Commission (CRTC) has
5 F% w2 \0 N0 J3 x; ichosen to examine these concerns that the government shares with a large- H) _) B& g$ M
number of Canadians. Details of the CRTC consultation are available at* x/ w( K7 E$ H5 P8 T

" V" ~ D/ X8 L/ I) A6 M! RWhen the CRTC reaches a final decision following its consultations, the7 E% ^0 N* B7 o# _( {1 h8 }
government will carefully assess the CRTC position to ensure that it is in
& L$ G; I/ X1 ~" s( S/ p9 [5 Dline with the best interests of Canadian consumers and encourages
: \' {( M9 z' `; y7 }2 Ccompetition among internet service providers. I will be recommending that
; R- u u/ z- z3 |2 P$ Y& Dany decision counter to these foundational principles be reversed., a9 M% {* V; l! O0 q6 u, k
