Thank you for expressing your concerns regarding usage-based billing (UBB)4 ?% M7 q' C- f- J- L. F w
for Internet services. It is essential that I hear the views of Canadians$ }1 H; H' ?: d. M/ l
on the issues that matter. Prime Minister Harper and I have been clear+ u2 I x! j" r6 f
that we cannot support imposing a UBB business model on wholesale Internet
% z+ Z, S) C1 x$ T: Wservice providers.9 N2 n, {6 D, ]; N" u& W$ ?5 @

Our government recognizes that the Internet and digital technologies are# b% L; j" E7 z% g9 t
an increasingly important part of everyday life—including driving
# r3 H5 Y g1 x/ r0 E8 m" finnovation, commerce and social interaction. As the government develops
- P# p/ ^ ]4 L- Q, Y- D9 h. FCanada’s first comprehensive Digital Economy Strategy, we need to look
1 \6 U, ~7 [5 Z9 n) P9 l, z! {, icarefully at how issues like UBB affect the big picture. We will be
2 H2 t) q4 d1 _- vguided by our long-standing policies of encouraging competition and# j+ h1 h! U% f: f
investment, increasing consumer choice, minimizing regulation and allowing z: k9 N) p9 M- u+ }& \
market forces to prevail. 7 Z) e2 J0 g# ~% c: s
6 }5 r( x& n, l0 T5 t3 X
The Canadian Radio-television and Telecommunications Commission (CRTC) has% u; |; ]( s; ?& ?5 ^
chosen to examine these concerns that the government shares with a large2 G3 A7 K# c9 o" q9 p" L9 |# @6 p6 z
number of Canadians. Details of the CRTC consultation are available at

When the CRTC reaches a final decision following its consultations, the
; }8 |' W$ K/ }' L2 Fgovernment will carefully assess the CRTC position to ensure that it is in) e( _) J0 u4 D2 F @2 i
line with the best interests of Canadian consumers and encourages
* F N; i- k- ]; q/ qcompetition among internet service providers. I will be recommending that
9 w: L+ i4 p1 @" T$ f* `any decision counter to these foundational principles be reversed.
