who  can apply，  说
To apply for the Parent and Grandparent Super Visa, you must:

1 i" |( k! q- [, d2 A  E1 H•be the parent or grandparent of a Canadian citizen or a permanent resident of Canada;
•be found admissible to Canada; and
4 F) h5 L% i. e" l6 L' H* {( C•meet certain other conditions
没有明确提到是给已经申请移民的人。
