Whether they grant you a visa is another issue. I know a short-term visitor who got his visa to the U.S. I also know an immigrant who was refused the U.S. visa application. The third case I know is that one full-time student here in Edmonton was refused the U.S. visa application for the second time even though she got no problem with her first application.
