关于Alberta Health Care coverage的咨询

一方是公民或者永久居民，配偶是旅游签证，配偶能申请到Alberta Health Care Card吗？

我能想到的可以打去电话问的，都问过了。国会议员，省议员，Ministry of Health，他们互相推诿踢皮球之后，给我的答复就是不可以。

非官方的答复是可以。比如，我去 registry office 问，有人告诉我可以的。

哪位朋友有相似的经历或者朋友的朋友有相似的经历，请指导。

不知道你这个问题的答案，不过我本人有给Ministry of Health联系，询问Alberta Health Care Insurance Plan。他们的回复还是很快的（当天/第二天回复），也没有推皮球。回答的很直接。楼主不妨试试看

我的情况有点特殊。一方是有alberta health care insurance plan的，另一方是 visitor's visa。如果双方都是永久居民或者公民，那是没有什么问题的，ministry of health 必须 cover 的，是毫无疑问的。我的情况就在于另一方是 visitor's visa，结果就麻烦了。

他们踢皮球的依据在于，我做为担保人，我应该给配偶提供各种保障，包括医疗。

这个只是我的个人推断，任何visitor都是不eligible的:

Eligible residents

An eligible resident of Alberta is a person who is:

Legally entitled to be or to remain in Canada and makes his/her permanent home in Alberta;
Committed to being physically present in Alberta for at least 183 days in a 12 month period;
Not claiming residency or obtaining benefits under a claim of residency in another province, territory or country;
Any other person deemed by the regulations to be a resident not including a tourist, transient or visitor to Alberta.

只有一个例外，如果配偶已经申请了PR, through family sponsorship program, 如果CIC给了 "positive decision"，visitor可能可以有health care

AHCIP eligibility while waiting for permanent residency status
http://www.health.alberta.ca/AHCIP/temporary-residents.html

In order to be eligible for AHCIP coverage you must have a valid Canada entry document or a letter from CIC indicating a “positive first decision” has been made regarding your application for permanent residency.

If you receive a “positive first decision” letter from CIC with respect to your permanent residency application, forward a copy of the document along with your completed application for AHCIP coverage and other required documentation to Alberta Health.

Your AHCIP coverage may be reinstated to the date of the “positive first decision” letter but not earlier.
If your Canada entry document is due to expire and you have not yet received this letter, you may be eligible for a one time only temporary extension of your AHCIP coverage. However, we recommend you apply for an extension of your prior permit during the waiting period to avoid a lapse of coverage.

所有阿省居民必须登记他们自己和他们的被赡养人。被赡养人包括配偶和孩子，在这个网页的后面有解释。

现在的情况是，我是阿省居民，我必须给我和我的配偶登记注册。不能因为配偶是外国人，就不给登记注册。不然的话，那句话怎么解释?

关于配偶申请永久居民那一段，In order to be eligible for AHCIP coverage you must have a valid Canada entry document or a letter from CIC indicating a “positive first decision” has been made regarding your application for permanent residency. 配偶没有“positive first decision” letter，这个要求是“or” 之后的，但那个 “or” 之前呢？要求有 valid Canada entry document, 配偶有 visitor's visa, 难道不是 valid Canada entry document？

建议把eligibility的网页打印下来，包括dependant的definition，带去registry直接注册。看看行不行

我已经在一家 registry office 递交申请了。registry office 不会直接给我一张卡的。如果我没错的话，所有的申请，都是汇集到 ministry of health 统一审批发放。我现在就是等结果。要么 ministry of health 给我一张卡，要么给我一封拒绝信。如果拒绝，我必定申诉的。申诉的理由就是那句话了。

我相信，我不是唯一一个。有很多加拿大人同外国人结婚，他们配偶必定也会来旅游，必定也会有医疗保险的事情。

官网上有这么一句话。All eligible residents of Alberta must register themselves and their dependants with the Alberta Health Care Insurance Plan (AHCIP). 所有合格的阿省居民必须登记注册他们自己和他们的被赡养人（配偶及子女）。

Visitor 不是 eligible resident，我同意。但如果这个 visitor is the dependant of an eligible resident，那么这个 eligible resident 必须给他自己以及他的家属登记注册。即便这个家属是外国人。

今天上午打去 Miinistry of Health，把球踢出去了。因为我做了充分的研究和准备，这次，他们无语了，把球收下了，不过仍然推诿说“review”我的情况，所谓的“研究研究”。

研究吧。反正我已经递上申请了。如果给我 health card，没话说。如果不给我health card，我再找议员投诉。我有充分的理由和根据，他们必须给我 health card。

我现在的首要任务是办理 Health card。

SIN卡我还没有申请。好像必须有 WORK PERMIT 才可以申请 SIN卡。

SIN这个应该没什么疑问，temporary resident 只有有work permit的才行。现在新的study permit也可以工作了，以前的话如果只有study permit的话也是不能apply for SIN的 (找到on campus job 除外)

不能申请这个吧，我是移民了，但父母每年过来还得自己买保险啊，而且SUPERVISA还有官方强制要买的保险呐，要是这都能申请，那还有这种规定干嘛呢？

我有案例。肯定不可以的。
三年以前我的一个英国客户，老公加拿大人，女的英国人。
都怀孕了，也没给care card 花了好多钱做检查。
还是赶紧申请家庭团聚吧。拿到第一封sponsorship approval就可以了。

dependants 是指18岁以下未成年人。。。

Dependants are defined as:

Married spouses – must register together

Divorced spouses – must register separately

Single children under the age of 21 and wholly dependent on the parent(s), including adopted children, foster children (if an income tax deduction was claimed) and wards of the court.
In cases of separation or divorce, the custodial parent registers the children.
In cases of joint custody, children are registered on the account of one or the other parent, but not both, as agreed to by both parents.
Single children who are 21 years of age or older and wholly dependent on the parent(s) because of physical or mental disabilities
Single children who are under 25 years of age and in full-time attendance at an accredited educational institute

很有用的帖子。　那请问我老公在国内暂时还没有过来，我是这里的公民，已经sponsorship approval了团聚移民还正在进行，我老公在国内没有医疗保险，我能给他申请医疗卡吗？　还是他必须人在AB了才可以？　还有我买的ALBERTA BLUE CROSS的家庭保险，能给我老公在国内医院看病的钱报销吗？　　我之前回国洗牙补牙什么的是给我报销了。
