买了新房两年都没有拿到Rough Grade Certificate 求解

15年10月1日买了Pacesetter新的single detached house，现在都17年7月了，Pacesetter都还没有Rough Grade Approval，更别说city的certificate了。两年当中给他们发了无数邮件，打了无数电话，而且亲自上office催问，他们要么不接，要么一直说马上就来，可到现在连个影子都没见着。周边比我们晚入住的家庭landscaping全都做好了。我的两家邻居一直在催我们做Fence，可是没有Final Grading Certificate，也做不了Fence。

想请问大家，遇到这事该怎么办？以后的责任是在谁？有什么机构可以寻求帮助吗？

出个馊主意哈。趁着周末人多的时候，举个牌站在他家 showhome前面，现身说法劝别人不要买他家房。注意要站在人行道上，那是公共财产。

city有专人管，你去投诉。建商过期不弄，会被开罚单，最高达数万刀。

First of all, go see your contract, to see if there is a term regarding rough grading, what the term is. Does the builder promise that it will be completed within certain period of time post possession.

If there is one, go consult a lawyer. The initial consultation plus initiate an application wont cost you too much. In Canada, most civil claim has a 2-year limitation period, which means 2 years after the incident, you lose your right to sue.
