CHIEF RETURNING OFFICER

( o0 k* y- X  g1 @( kJOB SUMMARY:  The Chief Returning Officer reports to the President of    N3 d! W& H3 j& Q
the Students' Union and oversees all electoral logistics as per Bylaw  , w7 [6 s$ ^* z2 H. L$ V
2000.  The Chief Returning Officer shall be recommended to Students'  
3 t$ I( z/ ^& dCouncil in the manner set out in the Council Administration Committee  
* `; Y& W! K4 {7 J% H  l& gStanding Orders by April 15 and serve from May 1 to April 30 of the  9 G4 J! ?# A$ X
year following their appointment.

DUTIES AND RESPONSIBILITIES:

1) To run the elections as per Bylaws 2000) b% Q! |$ I- h$ i" F: F! B

3 \! N7 P1 k( ~* {2) To run referenda/plebiscites as per Bylaw 2000.
% R' B+ [6 o" ?8 ^: a1 O! l# `( |- h6 k: m7 Q
3) To choose the Deputy Returning Officer(s) and assign their duties.+ x9 }( ]/ @" V+ H

& d$ C) C8 P% I+ J1 B4) To organize polls during elections/referenda, including appointing  ( d& N! Z) N1 z8 H4 }: C
adequate poll staff and situating polls at appropriate locations  
0 p- F9 V3 e; c  d1 S( x! racross campus, and advertising the poll locations.; \0 R, G% L4 V/ O# v" g3 Z
  p* v0 ]- _+ g& ]
5) To oversee the physical count of the ballots during elections/ # M* }. d$ S( L
referenda.; r$ F0 ?) `- z& s, ^
: s6 w. F8 B% B! n5 i* C
6) To report the result of an election/referendum to the appropriate  
! N' e& B7 r2 z) C0 A" {! {parties.

" \' Y  L, L7 I( ]- m* M7) To facilitate classroom speaking arrangements during an election/ ; X5 \$ u: k! L
referendum.; n0 n! \% ~! u, H+ s% Q2 e9 e8 s& \0 c

To enforce budgetary regulations as stipulated in the Elections  
. [# R' ?, B* sBylaw 2000.* Y1 j! M' p" O0 `- h
" K1 d& q+ q" @# E2 ^6 c
10) To be available to all parties during elections/referenda for a  
- W7 R% h% T4 f& P' lminimum of four (4) working hours a day, between Monday to Friday,  
; u2 d# [' @* hfrom the first working day after nominations close until the last day  
: V. y$ }0 @1 l. ?of voting.  These hours are to be posted in advance.
: r% R8 v+ c( \  r. v2 }( z3 j) w' {$ t7 [+ b
11) To act as the arbitrator in any dispute which may arise during  
! L$ R" @' b$ M" V: y6 Dthe course of an election/referendum.
$ ]; c3 D  O' l; d$ N* F
/ f" f& B3 C9 @4 K12) To ensure that a cost effective and accurate ballot counting  
. x5 Y7 p; Q" Z( v7 oprocess is in place." q  u/ X3 ~+ O7 O+ l$ v+ h5 I) t

- e5 c% V" l6 i2 Q) b13) To submit to Students' Council, prior to April 30, a final report  
3 {4 @. T2 B& F6 _( u* ^of activities and recommendations.

, W9 q6 e# ?" R6 Q14) To organize a minimum of one (1) forum to be held during the week  5 o$ N7 F) k" ?3 d1 ]' g& \  k* n
of campaigning.

15) Perform other job related duties as required by the Council

QUALIFICATIONS:+ y( }' a' \8 [' b0 F

% A/ g; P3 {' O8 M1 q% G# T1) Must be an undergrad student registered in at least one (1) course  . U4 P; s5 P! L0 w7 A4 |
for each of the terms of Winter Session and shall be a full Students'  * B5 {& t) c' k9 t4 \6 @1 J
Union member.5 d2 [4 f# F& k
/ |+ K4 Z$ g0 K+ s2 j8 I7 k! z: d
2) Must have some experience in student elections.
( o6 Z2 n$ }8 E0 v8 j4 L' g; a, T7 _' {9 D& s
3) Shall not concurrently hold a position on Students' Council, or  
. |9 `9 p6 j, m) b+ x7 V8 d( pany of its standing boards, committees, or any other paid position  
6 `0 Z  V0 f; G1 D6 L0 c% vwith the Students' Union.
! g8 x; m7 h2 K, T6 C  t; G" O
8 A3 Y  y- v! ^7 f# v4) Willingness and ability to work varying hours.
# r4 i. c$ K- l2 L5 k
/ D/ o/ g3 H) D, P4 s0 E5) Excellent project management skills are required.
" S6 B& ^$ ^( N+ l
& w6 G6 f5 j8 o* ~# e8 |5) Ability to deal effectively with Students' Union and University
