CHIEF RETURNING OFFICER

1 k# K# {7 ~2 L2 oJOB SUMMARY:  The Chief Returning Officer reports to the President of  & X. U% J% K& A0 f" E; w! L
the Students' Union and oversees all electoral logistics as per Bylaw  4 x0 V2 O5 h4 p. k' c
2000.  The Chief Returning Officer shall be recommended to Students'  
  T. D: R# P7 t- XCouncil in the manner set out in the Council Administration Committee  
5 }  P% n0 f- R3 Y8 b+ tStanding Orders by April 15 and serve from May 1 to April 30 of the  
$ i; Q9 B- R$ Uyear following their appointment.

5 e* O# g, T* KDUTIES AND RESPONSIBILITIES:* p, H* n) S# W' Y

  e8 s* `9 k1 k! z& F1) To run the elections as per Bylaws 2000
4 V$ i; U) D& b/ W% U( n
# \  n: v7 h) Z& T8 X( z2) To run referenda/plebiscites as per Bylaw 2000.

) u& j& T9 b9 _$ J3) To choose the Deputy Returning Officer(s) and assign their duties." Y+ n" h/ T9 M5 H: `+ y
. ]8 _6 m+ C( K( e
4) To organize polls during elections/referenda, including appointing  ' M" i$ B3 h7 }- K8 a( Q
adequate poll staff and situating polls at appropriate locations  
9 {, s$ e+ q0 x3 M. Zacross campus, and advertising the poll locations.' |* `' p/ u1 S4 h
4 m6 k# \4 C3 u$ H  H5 O- L1 W
5) To oversee the physical count of the ballots during elections/ ( {: z8 G" B; U
referenda.
* f8 Y" ~; o9 \9 t$ A, A4 l! }# q, L; t# X0 }( n
6) To report the result of an election/referendum to the appropriate  
2 z0 P9 `3 R  h% |- {parties.
3 ~5 u  [1 u! q; ^/ M- v. F) n$ b3 F$ R! K
7) To facilitate classroom speaking arrangements during an election/ 9 ?1 i3 u% X7 W' X" _' Y
referendum.  G1 X1 w) t8 S" b; L0 M8 B) Q

. t2 B- f4 V6 `0 R9 d To enforce budgetary regulations as stipulated in the Elections  
* T; a5 j3 a  F- ]' @3 L) cBylaw 2000.2 A( l2 t/ H( E

8 B+ f" |- Q7 V/ z; `- B10) To be available to all parties during elections/referenda for a  
4 F9 P8 P7 t: @5 r! Tminimum of four (4) working hours a day, between Monday to Friday,  1 W  K' F  Q9 L$ d: i. ?4 Q( L# ~
from the first working day after nominations close until the last day  
5 y; L+ m/ S" U4 ?1 ^- w) `) r2 ~* aof voting.  These hours are to be posted in advance.6 u. ]2 }/ Y5 Q! S* s

$ d# r7 F5 e$ R11) To act as the arbitrator in any dispute which may arise during  
  P' y3 _# h9 C/ y9 t4 F) ^the course of an election/referendum.% m& o% ]# P% m" t: D+ |1 ?

4 B% F2 J0 U: U9 J7 C( i- Z12) To ensure that a cost effective and accurate ballot counting  . b) z- a( e! t- G# w% q- M
process is in place.

0 ?6 T; j9 V& |9 i( Z( ]  u  K6 ]13) To submit to Students' Council, prior to April 30, a final report  
% V% E1 B# H$ X3 O+ R; x+ Gof activities and recommendations.4 F1 H0 v# \, ^/ F9 {

/ n* Q, H& @( `9 c$ Q14) To organize a minimum of one (1) forum to be held during the week  
% Y9 f7 ^# q& V1 K3 s8 iof campaigning.
) C% S8 Y5 A( ]
0 p& j8 g; m$ Y15) Perform other job related duties as required by the Council

QUALIFICATIONS:- A8 H+ |3 R# N6 \. N- k' y2 }- D  g; z

! l/ T7 [. y; x  ?# X: F, \1) Must be an undergrad student registered in at least one (1) course  , M" p0 N, }# q6 G- T
for each of the terms of Winter Session and shall be a full Students'  ; _( w- m% a/ g4 a$ e1 B- F8 g
Union member.3 A9 |7 l9 V, L7 C( m1 F+ m
$ {' g' ]# _, k9 j9 x* y% q
2) Must have some experience in student elections.
  S. s' c/ T+ K! e3 r1 u; a; R, N7 |8 v: z" W- [/ f6 W
3) Shall not concurrently hold a position on Students' Council, or  / x  c3 F1 D. t# X) f! J7 s1 f
any of its standing boards, committees, or any other paid position  
) V* V7 T9 T. u6 d; o& I% ~with the Students' Union.

4) Willingness and ability to work varying hours.5 v% k9 B+ e  w

! r: O1 d; o0 o0 j5 C0 S, L5) Ability to deal effectively with Students' Union and University  
% D& i' o: w6 c/ ]staff, students and the general public.
