Help! --Chinese input

I have done everything i can but my chinese input still doesn't work! this is waht i have done:

) m0 n" l! P1 u7 [% GControl panel -- Date, time, language and rigional options -- add another language--languages--details --Add Chinese(PRC)
8 i7 `8 }2 }3 Z( x! h  `
A "language bar help" icon (shown as a question-mark icon)then appears on my desktop bottom bar instead of language bar. I can do nothing further.

* U! F, Y3 D2 f8 AI am desperated! Anyone can advise? Thanks!!
