A hot water heater problem not electricity problem

+ y3 ?' f8 s) Y2 zHi, I have a hot water heater problem and need opinions. Any comments or clues will be welcome
I tried to fix a leaking problem of hot water from the kitchen faucet. I shut off the inlet main water valve and the valve under the sink. As the water should be completely stopped at this moment. But when I removed the cartridge from the faucet the hot water still runing out of the faucet. Why did this happen and what is the possible cause?
Is there something wrong with the pressure in the hot water tank? Does anybody know how to relieve the pressure inside the tank?

Does anybody know how to relieve the pressure inside the tank?

If you only want to release the pressure at  hot water tank , you can look at side of the tank and you can find out a valve, that is what you were looking for
