"A student's progress is evaluated on completion of academic studies for Fall/Winter"

$ Z( c# _) y6 E1 [My question is which of the following two interpretations is correct?
$ F+ i1 {$ T4 f) P; a* B, _8 K
. Q" a9 S/ q6 p9 q9 y# D7 E1. The progress will be evaluated on completion of Fall studies (First year student)
/ w9 b, D; R  H  \/ g: ^3 I- P2. The progress will NOT be evaluated UNTIL completion of both Fall and Winter terms?

"A student's progress is evaluated on completion of academic studies for Fall/Winter" means the evaluation would be made at the end of each of Fall semester and Winter semester.
