that we cannot support imposing a UBB business model on wholesale Internet2 W9 Q+ C# T/ n
service providers.

Our government recognizes that the Internet and digital technologies are0 |8 G! W" b& |: Z) s2 ~: I
an increasingly important part of everyday life—including driving& ^* ?% `0 g" y) j/ j6 X5 B" w
innovation, commerce and social interaction. As the government develops0 z6 R+ B7 e/ _/ E: g, E# B3 z
Canada’s first comprehensive Digital Economy Strategy, we need to look$ f5 @# e0 A. \
carefully at how issues like UBB affect the big picture. We will be
c+ X. Q5 n6 k* q* b1 @- Kguided by our long-standing policies of encouraging competition and7 p) D& H2 P0 q
investment, increasing consumer choice, minimizing regulation and allowing
3 m& P( p |6 ^% L8 Kmarket forces to prevail.

3 |) e$ M/ W* Q8 G; Q' tThe Canadian Radio-television and Telecommunications Commission (CRTC) has3 z1 K1 b/ z) Z7 h6 @, w
chosen to examine these concerns that the government shares with a large

When the CRTC reaches a final decision following its consultations, the8 m6 B7 |, g8 B! p2 r6 r
government will carefully assess the CRTC position to ensure that it is in
6 c& k$ z" s5 yline with the best interests of Canadian consumers and encourages1 i3 a' M5 V3 V% ?% E6 i
competition among internet service providers. I will be recommending that
7 d* S4 b, k; ]" c5 O. oany decision counter to these foundational principles be reversed.. Z% M* g, h, d4 ^
