Thank you for expressing your concerns regarding usage-based billing (UBB)

on the issues that matter. Prime Minister Harper and I have been clear5 B( r3 }6 A: `: R; k
that we cannot support imposing a UBB business model on wholesale Internet9 Z" h5 Q: {8 |$ f: D
service providers.

Our government recognizes that the Internet and digital technologies are
, I* V* E8 b, u" j. q3 v6 T& nan increasingly important part of everyday life—including driving* U8 R. z: }* N
innovation, commerce and social interaction. As the government develops
- s/ R0 F' J: ^Canada’s first comprehensive Digital Economy Strategy, we need to look
2 D& ~5 k6 Q. @) z; _* U$ Ycarefully at how issues like UBB affect the big picture. We will be6 d+ r4 i8 f- u# v
guided by our long-standing policies of encouraging competition and
Z, R, R* d+ e- S; o$ h4 Ginvestment, increasing consumer choice, minimizing regulation and allowing! U! l- o0 j7 D% i2 ?1 }, e
market forces to prevail.

The Canadian Radio-television and Telecommunications Commission (CRTC) has9 a7 Y2 u" k% A- }) P$ @3 G
chosen to examine these concerns that the government shares with a large9 u5 E$ j A: K1 Z4 B! g; Z
number of Canadians. Details of the CRTC consultation are available at

6 {. C: A! x0 [) i4 N, SWhen the CRTC reaches a final decision following its consultations, the$ {7 W2 C: X; F5 X3 i
government will carefully assess the CRTC position to ensure that it is in
) f3 y) |; g2 k, d6 y3 Sline with the best interests of Canadian consumers and encourages7 @1 v: ?* P& m+ k- z7 `/ x
competition among internet service providers. I will be recommending that ?( P5 O7 a Y8 N) X! H
any decision counter to these foundational principles be reversed.( t1 B6 S) P3 Y6 P- K$ O9 b9 g$ @
