on the issues that matter. Prime Minister Harper and I have been clear
( [- I* Q g+ u0 l& `that we cannot support imposing a UBB business model on wholesale Internet

Our government recognizes that the Internet and digital technologies are7 J8 W1 J! `' f) z% p
an increasingly important part of everyday life—including driving3 Q7 a- s0 T- q
innovation, commerce and social interaction. As the government develops8 i: g* ^ q( s9 i
Canada’s first comprehensive Digital Economy Strategy, we need to look9 k% J) _: e: c; ^4 m$ \
carefully at how issues like UBB affect the big picture. We will be! F, s* J# K& C4 P, M3 f' I7 g* c& {2 o
guided by our long-standing policies of encouraging competition and! l9 W4 d4 G5 g2 ~2 P% O
investment, increasing consumer choice, minimizing regulation and allowing6 z8 O3 T2 U( {7 P% E
market forces to prevail.

1 z, K( v% C0 g9 k7 ?The Canadian Radio-television and Telecommunications Commission (CRTC) has
6 S. W4 ~+ b* h$ Vchosen to examine these concerns that the government shares with a large
9 d; X( W5 S6 h1 wnumber of Canadians. Details of the CRTC consultation are available at

G) f! \; E8 I; J3 e' `When the CRTC reaches a final decision following its consultations, the# p1 p! c7 n1 d r* V- ]1 v+ M
government will carefully assess the CRTC position to ensure that it is in7 V0 e7 ?8 F8 d9 A6 Z
line with the best interests of Canadian consumers and encourages+ G2 J: t: c" X0 l" k
competition among internet service providers. I will be recommending that0 N; X$ J: ~/ J1 J- k/ b
any decision counter to these foundational principles be reversed.9 o _. W, W: \! V [! ` V
