that we cannot support imposing a UBB business model on wholesale Internet( }6 ~) g" w; ]

; H: G# y$ d. C$ q% rOur government recognizes that the Internet and digital technologies are
1 s2 L, F1 t! [an increasingly important part of everyday life—including driving
, D1 d7 U5 L. w- w1 O) I2 finnovation, commerce and social interaction. As the government develops
7 W$ R5 Q0 H! y8 t8 g* V: {/ ^ S# |Canada’s first comprehensive Digital Economy Strategy, we need to look
& C3 ?2 e5 t+ C2 G5 a2 bcarefully at how issues like UBB affect the big picture. We will be
6 F3 v$ k& G( |. c+ t: Rguided by our long-standing policies of encouraging competition and2 w" I8 p2 e" z
investment, increasing consumer choice, minimizing regulation and allowing* H8 l+ n% b# V( ?5 j
market forces to prevail. + v2 \, |) s8 L

The Canadian Radio-television and Telecommunications Commission (CRTC) has- a+ Z0 r) V" n4 ^ f
chosen to examine these concerns that the government shares with a large1 z/ x Q- f# T) F, M) V
number of Canadians. Details of the CRTC consultation are available at

When the CRTC reaches a final decision following its consultations, the
/ q8 U: I3 J# q- o/ ^( b* `government will carefully assess the CRTC position to ensure that it is in
E0 D) Q4 `7 a- Z1 I0 i1 sline with the best interests of Canadian consumers and encourages( b6 @- \# ~5 g* Q% a6 K8 F
competition among internet service providers. I will be recommending that
& F/ L/ b4 R% m0 P$ V; Q5 M# sany decision counter to these foundational principles be reversed.( H8 U( H6 J4 N9 U0 q8 i' v* a) p
