细节决定成败

我看了马健威和Alison Redford的网站，重点对比了他们两个的health care 政策，给我的感觉是马先生只是停留在喊口号阶段，而Alsion的政策非常详细，且列明了执行步骤。下面的是马先生的政策，Alison的太多了，就不复制在这里了，可以去她的网站看http://www.alisonredford.ca/issuespolicy/overview.cfm

摘录Alison的其中一小部分：

Introduce a Family Care Clinic model that features multidisciplinary care teams. Each clinic will be constructed as a team with doctors, nurse practitioners, registered nurses, mental health providers and other health professionals. This will:

---Provide access to the most appropriate health care professional while ensuring health outcomes are the most effective
---Offer a more diverse and higher quality range of health care services
---Ensure Albertans have timely access to quality health care by increasing the hours of these clinics to 7:00 am - 9:00 pm.

Require AHS to publish local quarterly performance reports according to a set of indicators with comparisons to provincial standards in including:

1，Emergency wait times
2，Surgery wait times
3，Hospital and clinic acquired infection rates

马先生的：

我觉得出发点是好的，但不会有长期作用。无论是"provide","offer"还是"ensure"，都少了一个主语。而这个主语还是现有的医疗系统。

没有外来竞争，就不会有系统提高。

没有外来竞争，就不会有系统提高。5 B7 c; h8 ?& H! t

可能最后无论哪个政策都是失败的。不过，一个有细节的政策将来容易被监督。

这我同意。以前说过，我是支持野玫瑰的。但如果非要在PC里面选一个，恐怕我不会选择Gary。过去这几年他是主管医疗的，而医疗管的并不好。也许可以辩解说他不是一把手，没有办法。但他上台后掣肘一样的多。

现在决定成败的是出局的3位。3位出局最恨的是入局地3位，特别是第1的。他们的支持者当然不会很愉快转而支持把他们踢出去的头号敌人。

对第2，第3就不那么恨，还可能猩猩相习。2轮选举就支持第2第3的，把头号敌人踢出去。

这也是为什么前2届第1轮冠军最终落选。

现在需要马的忽悠功夫，给出局的3位利诱威胁，胡萝卜小棒一齐上。把他们笼络住，由他们把他们的支持者说服，转过来支持马，自然就不会翻船。

现在是忽悠功夫和能给的利诱决定成败

我相信马的忽悠功夫，比另2位强的不是一个级别的。也有足够的利诱本钱，所以大家尽可放心。

我个人倾向Alison Redford 的医疗政策。但她今天出现重大失误，说其实第2轮只有她和马的竞争。
你让排第3的Doug Horner怎么想。这个细节可能让她完蛋。

2006 ed stelmach第一轮就是排第3，后来第1，第2鹬蚌相争，ed stelmach鱼瘟得利。
