There's no law/regulation that you can force people to tip, even if they may be considered rude for not tipping. 9 l! r p- G& s+ N& U$ B
) T) W9 B. r+ Z, R4 s8 z# `7 K! NOr maybe the people in service can make a plead to the congress/parliament or whatsoever to add this amendment into the bylaws or even constitution.
