要说明的是，我的翻译不是直译的，而是理解性的，可能是不够准确，所以我把“Alberta's overall permit value”放在后面，让大家自己体会，想必qwlimited有更好的翻译，何不拿出来，一来纠正误导，二来也让我学习学习。下面是一段原文：
