But the commercial banks probably do not follow the Bank of Canada. That means the mortgage rate will not chande while the prime rate goes down.

应该是两个概念，一个是央行给商业银行的准备金隔夜拆息利率，一个是商业银行的借贷利率，没有必然联系吧
