Help! --Chinese input

I have done everything i can but my chinese input still doesn't work! this is waht i have done:
$ _$ _% a! a; [! @6 `/ @$ F
5 _5 Z: n% N) O' M. j8 X1 mControl panel -- Date, time, language and rigional options -- add another language--languages--details --Add Chinese(PRC)

A "language bar help" icon (shown as a question-mark icon)then appears on my desktop bottom bar instead of language bar. I can do nothing further.
