Help! --Chinese input

I have done everything i can but my chinese input still doesn't work! this is waht i have done:
5 T3 }4 r& ^& s  y0 j( t) z# b3 C
( O+ t' A* w0 q# T: R. t& `Control panel -- Date, time, language and rigional options -- add another language--languages--details --Add Chinese(PRC)
2 x8 z0 T' m, X8 W$ N
A "language bar help" icon (shown as a question-mark icon)then appears on my desktop bottom bar instead of language bar. I can do nothing further.
. p/ Q2 ~' w+ K, \6 D& E( m! v& N5 D
I am desperated! Anyone can advise? Thanks!!

. n. q2 E, p3 S+ V8 lI think so, i can see i have two keyboard inputs now, but the problem is that i can not shift to Chinese when i press Alt-Shift

xp应该有很多中文输入键盘格式可以选，你选的哪一种?

你是用XP吗？想想当初你装OS时候是否将支持东方语言的软件包同时安装上呢？
