A hot water heater problem not electricity problem

Hi, I have a hot water heater problem and need opinions. Any comments or clues will be welcome
' s; Y, y- J. [9 y4 d) CI tried to fix a leaking problem of hot water from the kitchen faucet. I shut off the inlet main water valve and the valve under the sink. As the water should be completely stopped at this moment. But when I removed the cartridge from the faucet the hot water still runing out of the faucet. Why did this happen and what is the possible cause?
' J; ^* v: z. E" IIs there something wrong with the pressure in the hot water tank? Does anybody know how to relieve the pressure inside the tank?

; Y" ]$ i7 f* m9 d$ K' h  hIf you only want to release the pressure at  hot water tank , you can look at side of the tank and you can find out a valve, that is what you were looking for
