for Internet services. It is essential that I hear the views of Canadians
, H0 t/ y* ^ x1 qon the issues that matter. Prime Minister Harper and I have been clear
: b, [& @% W4 e8 }that we cannot support imposing a UBB business model on wholesale Internet* B6 P, y; t) G: t2 w5 v
service providers.

, r9 o d2 {3 oOur government recognizes that the Internet and digital technologies are
" E+ r. t) }) w3 x+ I3 P9 R& z$ ian increasingly important part of everyday life—including driving5 X7 @. i9 T' ^$ ^* H9 t
innovation, commerce and social interaction. As the government develops
& ]5 t4 A3 Y4 e- Z5 ]2 ZCanada’s first comprehensive Digital Economy Strategy, we need to look4 d ]9 m d, L$ J5 Z
carefully at how issues like UBB affect the big picture. We will be: p- B% q- T0 q7 \# p, F* t
guided by our long-standing policies of encouraging competition and% X- u( V5 K) [+ f( d h' v+ H# R
investment, increasing consumer choice, minimizing regulation and allowing
* q `8 c1 O) J3 vmarket forces to prevail. ) p* d- v4 V {! ]$ A+ J3 H
9 S& V# K! Q1 m5 a$ T J8 S( |% o6 s
The Canadian Radio-television and Telecommunications Commission (CRTC) has
( `5 v& @# i3 Tchosen to examine these concerns that the government shares with a large
% k b& C9 \6 T' J. Rnumber of Canadians. Details of the CRTC consultation are available at

When the CRTC reaches a final decision following its consultations, the
1 z: D h5 y7 g C, r; ogovernment will carefully assess the CRTC position to ensure that it is in
" Z, r# t; J+ t0 _2 U6 \+ Vline with the best interests of Canadian consumers and encourages" n" P) u( h" A+ M: V
competition among internet service providers. I will be recommending that
3 H, [$ i, Q( u' Oany decision counter to these foundational principles be reversed.
