on the issues that matter. Prime Minister Harper and I have been clear
) l* P* F4 c* Z$ \2 J" f3 Vthat we cannot support imposing a UBB business model on wholesale Internet
4 j: @4 k7 P) K9 F0 M& S4 wservice providers.
* J6 z; y/ n4 w+ U7 N C0 o . E) g0 W+ D2 a0 T
Our government recognizes that the Internet and digital technologies are
' t, C, w! Y; K: A/ t ]an increasingly important part of everyday life—including driving
$ o+ k& R* b" C6 `innovation, commerce and social interaction. As the government develops
' C; x9 p) S, r+ k0 G3 WCanada’s first comprehensive Digital Economy Strategy, we need to look
# T, G( K2 }! {5 i7 Ccarefully at how issues like UBB affect the big picture. We will be
# p6 ~0 c3 i. g( `7 R" Eguided by our long-standing policies of encouraging competition and
! U8 I' n. @9 u' M/ f) Minvestment, increasing consumer choice, minimizing regulation and allowing* e1 v- P' p4 r# ~0 Q! m0 S3 ~
market forces to prevail.

# C( m) M+ w! o& [( m0 qThe Canadian Radio-television and Telecommunications Commission (CRTC) has
* X! Q4 Q+ R) |1 r9 h6 z7 ichosen to examine these concerns that the government shares with a large
% c- j @( [& ]5 e+ a/ r$ fnumber of Canadians. Details of the CRTC consultation are available at

When the CRTC reaches a final decision following its consultations, the
) K1 R1 w8 H" q$ X( x3 ?government will carefully assess the CRTC position to ensure that it is in5 t7 P3 c0 _5 q' Y& c& O" Y8 s
line with the best interests of Canadian consumers and encourages" Q8 Z/ s6 l- a
competition among internet service providers. I will be recommending that5 I; M+ j ]; p1 U! H. q) u
any decision counter to these foundational principles be reversed.8 o" H/ G" z$ L y9 ]' `8 |
