for Internet services.  It is essential that I hear the views of Canadians
on the issues that matter.  Prime Minister Harper and I have been clear
that we cannot support imposing a UBB business model on wholesale Internet
6 ]) A$ U8 V+ y- z, z' wservice providers.
                                               
6 w# T2 Y7 C  S- I  V9 ~Our government recognizes that the Internet and digital technologies are
an increasingly important part of everyday life—including driving
7 [& y+ c3 J7 A* f2 f- Y: Y- ]innovation, commerce and social interaction. As the government develops
! Q  v/ T! c1 K+ ^2 H8 V& V- rCanada’s first comprehensive Digital Economy Strategy, we need to look
% V" w# o9 O2 @( o5 O# V: P! D- b" G9 Wcarefully at how issues like UBB affect the big picture.  We will be
guided by our long-standing policies of encouraging competition and
investment, increasing consumer choice, minimizing regulation and allowing
market forces to prevail.

4 P) `0 u1 U) D8 A- Y5 gThe Canadian Radio-television and Telecommunications Commission (CRTC) has
& ^! Z* S8 `& ?chosen to examine these concerns that the government shares with a large
number of Canadians.  Details of the CRTC consultation are available at

9 {5 x6 e( M" Z+ a* z* h1 ~1 ^( ]& I0 nWhen the CRTC reaches a final decision following its consultations, the
5 q& F1 z' q' i# q2 vgovernment will carefully assess the CRTC position to ensure that it is in
) L) E( |* V) H' ?  ^! Y* n6 y+ `line with the best interests of Canadian consumers and encourages
! N( e! x. d+ |3 ]; C& R  bcompetition among internet service providers.  I will be recommending that
any decision counter to these foundational principles be reversed.
