for Internet services.  It is essential that I hear the views of Canadians

- n( P& c% P! \! v0 Gthat we cannot support imposing a UBB business model on wholesale Internet
service providers.

# Z9 p/ e, d& L5 lOur government recognizes that the Internet and digital technologies are
% q5 k# o# u: K, q4 ]% @0 W% Nan increasingly important part of everyday life—including driving
1 X/ y; j* v2 r* B0 n, R) a1 winnovation, commerce and social interaction. As the government develops
Canada’s first comprehensive Digital Economy Strategy, we need to look
9 Q1 A- \) v) ^  E1 l  ~+ _3 ]; ~/ _carefully at how issues like UBB affect the big picture.  We will be
guided by our long-standing policies of encouraging competition and
investment, increasing consumer choice, minimizing regulation and allowing
- c3 `' n% W- S5 vmarket forces to prevail.

8 E- q, X( f) U! c9 K* FThe Canadian Radio-television and Telecommunications Commission (CRTC) has
chosen to examine these concerns that the government shares with a large
. a* U9 y! {7 O- {* b! V3 Jnumber of Canadians.  Details of the CRTC consultation are available at

  `8 q$ n+ k% t3 j7 K& eWhen the CRTC reaches a final decision following its consultations, the
government will carefully assess the CRTC position to ensure that it is in
line with the best interests of Canadian consumers and encourages
6 _. @3 m% S6 x; b8 Mcompetition among internet service providers.  I will be recommending that
9 }. h% x6 o$ K6 V& ?0 q4 pany decision counter to these foundational principles be reversed.
