renew 枫叶卡的问题

申请材料里面说是
A birth certificate or legal documentation proving guardianship is required for applicants under the age of 18.
当时需要身份证明的时候提交了护照和landing paper的复印件，可是被退回来了。birth certificate是一定没有了。查了一下以前人的资料，都说landing paper复印件就可以，可是我交了同样的东西怎么还是被退回要求重交呢。

未成年人不得独自生活在加拿大。如果你的父母/监护人都没有在加拿大生活，你在加拿大的状态就是被遗弃状态。加拿大政府将追究你的监护人的法律责任。

birth certificate就是你申请移民时的出生公证。
