想买辆二手车，本人是外省的驾照，需要什么手续呢？怎么上牌照？可以在买车的地方直接上牌照和买保险吗？

先买车, 然后去上保险, 然后拿着保险去办牌照. 办理好牌照就可以开车了.

so when you buy a second hand car from a private seller, here's what you're suppose to do

3 q9 \% s) F5 h* d- obtain a bill of sale from the seller
7 E8 n' S5 g1 ~8 h" h0 _- take the bill of sale to a local registry to register the car under your name
- o  S  B1 D' g# G& Y+ Q- obtain a new license plate
- call up an auto insurance company and add the vehicle to the policy
- go back to the seller with your licence plate, put it on and then drive it home.
