1) An Alberta driver's license is normally a must have to buy auto insurance in Alberta.
, W+ U; C  ^" S2 p, r) B9 k* H( {2) Auto insurance in Alberta and out of province vehicle inspection certificate are must have to obtain an Alberta vehicle plate.
7 R5 L( a/ k) f! R( w' M9 E3) A request form of out of province vehicle inspection, which can be obtained from a registry agent at about $9, has to be presented when the car is brought to an inspection agent.

So I guess the right order is
1) Change the driver's license to Alberta. (you have done it)

4) Obtain the plate.
