do I have to apply city permit for relocating the door?

Hi,
0 Q  ~0 H" g" U, t+ V6 V. }does anyone do this job? cut/open wall and install a door, also close the existing door /wall inside garage? it is not the garage door, it is the door to mudroom from garage.  do I have to apply city permit for this?
