CHIEF RETURNING OFFICER

JOB SUMMARY:  The Chief Returning Officer reports to the President of    `. t+ v6 D, i0 m" i, M. X
the Students' Union and oversees all electoral logistics as per Bylaw  ; q6 j+ O! x+ e& {  j
2000.  The Chief Returning Officer shall be recommended to Students'  
; n6 H" D/ S$ x3 T8 ?* i" eCouncil in the manner set out in the Council Administration Committee  
3 r: L# ?: ~8 Y( u% t: _Standing Orders by April 15 and serve from May 1 to April 30 of the  
3 u. E6 y6 X, w5 t/ L5 X% I& I* K* Dyear following their appointment.4 s; [3 A- ?& o1 H

DUTIES AND RESPONSIBILITIES:

1 ]  @9 j& N. C; r& Y& s! O% A2 p4 Y1) To run the elections as per Bylaws 20007 C: f" M; J/ h3 o

8 n) ]9 J( v  W7 u& b7 b: @$ l2) To run referenda/plebiscites as per Bylaw 2000.. G" `1 w  x' `. o% ?2 S

8 U0 T& f9 L, w5 i1 @3) To choose the Deputy Returning Officer(s) and assign their duties.% V1 ?. o/ P4 e9 r/ c! e: g
" W" a& Z0 a4 `, c5 p% I
4) To organize polls during elections/referenda, including appointing  % f( `4 X- S6 _
adequate poll staff and situating polls at appropriate locations  
/ d% g" }& Y! A$ G; R. Q. Eacross campus, and advertising the poll locations.
( V  u, V& d# L9 @, C  I/ I. _2 ?6 R2 Q  c1 t- P8 s
5) To oversee the physical count of the ballots during elections/
; ^8 y. F8 ^2 l6 E& lreferenda.1 R1 V) c1 S7 }/ C9 I

% V; n0 d) t+ J! s, a6) To report the result of an election/referendum to the appropriate  
9 c" f2 @4 c* O# v$ \parties.

9 u; Q2 I" b% S% d# h0 ~7) To facilitate classroom speaking arrangements during an election/
- l7 V7 [; k/ [. |( F# U( breferendum.$ ^# P  {/ ]8 y, e
& E  c7 V1 d2 _: e1 m7 U9 R4 k4 i
To enforce budgetary regulations as stipulated in the Elections  
. B9 w# d4 u) z; q( F" HBylaw 2000.
* e* Z6 {# Y, F5 H8 L$ S9 F: T+ W1 Q
) Z5 Y* e- E# v10) To be available to all parties during elections/referenda for a  0 G- `$ w) n% c6 X# A5 H0 E! }
minimum of four (4) working hours a day, between Monday to Friday,  ! N; u2 F. l$ [7 P* K) W4 R
from the first working day after nominations close until the last day  
. }. L# W' p. u3 R( qof voting.  These hours are to be posted in advance.
; m# I( Y6 D' A  I
6 _! h6 G8 U' Y3 A8 D11) To act as the arbitrator in any dispute which may arise during  ( ]5 I2 W4 ^, _
the course of an election/referendum.
! ~% L% r6 \( x5 {/ N- r% b7 N, ?1 O& Y% ^% s
12) To ensure that a cost effective and accurate ballot counting  
: U) w! `4 b( sprocess is in place.
$ V* M+ `  z, Q9 o9 m; {% {
/ k. I; C* u7 z# A13) To submit to Students' Council, prior to April 30, a final report  
. N/ z- {& m$ P/ y% I- ]8 o: l! vof activities and recommendations.. w7 d% j$ z- `2 v

! F' N# L, o  W2 Z4 E14) To organize a minimum of one (1) forum to be held during the week  
# l: d, d. Z9 |7 ~, W2 hof campaigning.4 A7 @* H/ Y, q- O8 e& e

7 }% F) [3 N  t( E0 W4 @15) Perform other job related duties as required by the Council  / b( A+ U7 H# m( y' H# l
Administration Committee.

/ o* e6 e+ L+ Q$ nQUALIFICATIONS:

1) Must be an undergrad student registered in at least one (1) course  
5 Q; `6 M* L4 y6 o3 Y+ h* Ofor each of the terms of Winter Session and shall be a full Students'  
4 j# l. z0 Y/ P: u/ y% PUnion member.; i) J0 r' y% ?5 f

$ Q; c8 i6 f- H0 ?" u$ N- d2) Must have some experience in student elections.
3 C7 p: L( b2 {& D0 v9 f; r
1 J* `+ ~5 _8 Y( S# H; `4 G8 u% P3) Shall not concurrently hold a position on Students' Council, or  5 O& T0 y, ]+ U5 d4 U/ Y, A# B
any of its standing boards, committees, or any other paid position

5) Ability to deal effectively with Students' Union and University
