CHIEF RETURNING OFFICER

JOB SUMMARY:  The Chief Returning Officer reports to the President of  
* x+ w' ~) C: V# J9 l  Gthe Students' Union and oversees all electoral logistics as per Bylaw  $ J2 |* c" B# E! h2 I% C
2000.  The Chief Returning Officer shall be recommended to Students'  8 J' h! N' p$ E) Z
Council in the manner set out in the Council Administration Committee  
1 A6 Y; H0 }5 HStanding Orders by April 15 and serve from May 1 to April 30 of the  
8 _8 K6 Y7 u1 l% Fyear following their appointment.% w) G: f2 B. ?8 ~

DUTIES AND RESPONSIBILITIES:0 o" _* `; n& l3 G3 A1 p8 d

1) To run the elections as per Bylaws 20007 K6 M0 P7 b' B1 G8 q, g

1 n+ M5 s! {, y7 l, T: v2) To run referenda/plebiscites as per Bylaw 2000.5 ^; m$ j2 z' v. \- v# U2 g" x/ W
' [) L( C. k; t- u( J$ y& ]
3) To choose the Deputy Returning Officer(s) and assign their duties.
( K# G! J1 I* q) b2 p3 V9 v  I: `. W
) N' c( Q/ @6 {! F# y1 M- U4) To organize polls during elections/referenda, including appointing  
2 ~0 [% X! p8 Y" nadequate poll staff and situating polls at appropriate locations  
. ?$ a7 g$ {. e/ Dacross campus, and advertising the poll locations.
& k4 Y& I& D7 a- ?, R/ t. g+ \' ?3 s
5) To oversee the physical count of the ballots during elections/ ) P8 ~. d$ v2 i2 u
referenda.

$ P' Q5 p4 P  w" [& [6 U3 L( J6) To report the result of an election/referendum to the appropriate  . N5 Z# A1 I5 j0 w8 z
parties.

7) To facilitate classroom speaking arrangements during an election/
; T) w6 p) m$ U" x% _referendum.

6 K* [( y. K/ i& u To enforce budgetary regulations as stipulated in the Elections  
' F/ w( ?) d* MBylaw 2000.' N8 \7 I, R# y7 l$ z

10) To be available to all parties during elections/referenda for a  - }% k2 T/ e4 Y; R$ y7 s1 b7 ~5 b
minimum of four (4) working hours a day, between Monday to Friday,  8 @' R" q" W* Y7 n6 M' L
from the first working day after nominations close until the last day  
' E/ {. s$ S/ t" S6 D; cof voting.  These hours are to be posted in advance.$ G( v6 ~3 x2 S  W

. g. E( t: g" j8 Z7 `11) To act as the arbitrator in any dispute which may arise during  
/ w; E: ?& I5 C! i/ zthe course of an election/referendum.

% T4 @% d/ F9 v5 |# I12) To ensure that a cost effective and accurate ballot counting  
: E- I# q- O- Sprocess is in place.

13) To submit to Students' Council, prior to April 30, a final report  
- G" {6 W+ p: o5 L9 B3 ?of activities and recommendations.

14) To organize a minimum of one (1) forum to be held during the week  ' D% a+ z- X+ Q, k9 c* Q
of campaigning.

15) Perform other job related duties as required by the Council

QUALIFICATIONS:3 L# P7 x1 P- X2 o# i

3 O7 W7 x  k! V' T) [1) Must be an undergrad student registered in at least one (1) course  
0 L+ j' W5 A' Ofor each of the terms of Winter Session and shall be a full Students'  5 b9 Q/ l' A+ B9 B4 z! G
Union member.

6 I1 x6 Y) \2 E6 q2) Must have some experience in student elections.5 J7 `* R5 [& S; I0 J
% z% \/ `" M9 ~+ R# J8 q
3) Shall not concurrently hold a position on Students' Council, or  
2 v$ m  |" O/ h" q; k# }any of its standing boards, committees, or any other paid position  
" R9 J  V) c/ \% G3 J" e- m' s2 vwith the Students' Union.) `- r! L! B3 e4 K* U& W7 @

4) Willingness and ability to work varying hours.+ k8 J* |. S# I+ }4 q5 q% ~& i

5) Excellent project management skills are required.

5) Ability to deal effectively with Students' Union and University  . N8 ]# r" H; M7 N
staff, students and the general public.
