CHIEF RETURNING OFFICER

# J* h, g3 W5 ^' n0 n/ F' MJOB SUMMARY:  The Chief Returning Officer reports to the President of  8 L$ A, k7 U( a
the Students' Union and oversees all electoral logistics as per Bylaw  
. ?) ]) F, X2 ~, [+ Z5 V2000.  The Chief Returning Officer shall be recommended to Students'  
2 P% U; v& e! j) k% u1 O5 \7 H6 rCouncil in the manner set out in the Council Administration Committee  
' _$ L: J0 c, {6 t- K, m3 WStanding Orders by April 15 and serve from May 1 to April 30 of the  
" \4 H8 t0 g' A6 \year following their appointment.

DUTIES AND RESPONSIBILITIES:0 m2 O( I" B% R" B

# Z, m% @# h9 y! N1) To run the elections as per Bylaws 2000

2) To run referenda/plebiscites as per Bylaw 2000.% f; U+ w9 X0 u

. j$ p, o$ v& t2 b9 E5 m4 Z3) To choose the Deputy Returning Officer(s) and assign their duties.

4) To organize polls during elections/referenda, including appointing  
0 Q; q, R& G6 j" Yadequate poll staff and situating polls at appropriate locations  , J0 O) _% ]4 U; ]2 C$ t7 B
across campus, and advertising the poll locations.
6 I2 j9 `& z6 t& ~; l, }) B/ H+ X; F! b$ S% X4 ~
5) To oversee the physical count of the ballots during elections/ 0 N6 A4 d) Y8 p) o* O$ T+ s+ \$ T  m
referenda.
0 u1 B# E$ d/ D* ]6 d9 l) Y$ G: v+ p! ?
6) To report the result of an election/referendum to the appropriate  " }. Y+ Q& u8 Y! ?9 J& Y: B
parties.& B, D* N( ]1 K. S- r+ P

7) To facilitate classroom speaking arrangements during an election/
% R" m( Y! D! ~. d1 @% vreferendum.! D6 x( n% \, z; F) ?7 p

To enforce budgetary regulations as stipulated in the Elections  
$ p/ r4 L. Q& Q* L# n, G! VBylaw 2000.

) p4 J2 `! H9 x4 G' O9 d10) To be available to all parties during elections/referenda for a  0 q+ u/ y7 |$ p) N
minimum of four (4) working hours a day, between Monday to Friday,  ) `# {+ c: \9 I: ~- f
from the first working day after nominations close until the last day  % p& k1 {- U  o- T' `8 s
of voting.  These hours are to be posted in advance.
# s2 c" g% u8 V( t/ l+ y
% S2 ~( {; T, d" C* S0 S11) To act as the arbitrator in any dispute which may arise during  ) x% I) d: R, v7 r! \1 R. P( M
the course of an election/referendum.4 q* c. F! w3 Q& h) L

12) To ensure that a cost effective and accurate ballot counting  & R$ l6 q( A. c( r. R6 G: C+ w/ Z
process is in place.; c- f! L' L) u- \: x

, A$ b  N  B3 t& `13) To submit to Students' Council, prior to April 30, a final report  6 {/ @( z' g5 K! W* `# T& q
of activities and recommendations./ {. L4 G, g/ \! f3 Y& k

14) To organize a minimum of one (1) forum to be held during the week  # W5 |4 k4 D/ |- V0 ~# l

15) Perform other job related duties as required by the Council

QUALIFICATIONS:5 M: j8 N$ E( M% K% K/ }

/ i& Z( n7 O+ c2 P1) Must be an undergrad student registered in at least one (1) course  
/ }1 V2 R/ n$ `# ]2 ~1 c" rfor each of the terms of Winter Session and shall be a full Students'  ( w  q* \" c; [" K2 y5 B: r
Union member.
5 `8 d$ B- l3 H8 x4 n1 h7 s) U4 S0 X& v6 x' h, H  c
2) Must have some experience in student elections.
2 f4 ]1 x6 t/ |1 b- h& G3 B$ x3 {7 r4 N) c1 K
3) Shall not concurrently hold a position on Students' Council, or    V& b9 u- e/ a% R
any of its standing boards, committees, or any other paid position
