Help! --Chinese input

I have done everything i can but my chinese input still doesn't work! this is waht i have done:
6 E/ G4 W. u0 i( q4 a- Q4 }1 `
- F% Q, s: h# H1 k) O' l2 QControl panel -- Date, time, language and rigional options -- add another language--languages--details --Add Chinese(PRC)
+ R3 o. b* d9 t- ^
# I& {) `5 b* |& ?A "language bar help" icon (shown as a question-mark icon)then appears on my desktop bottom bar instead of language bar. I can do nothing further.
! t, ]6 G# c9 _4 S/ g- w# B. W
I am desperated! Anyone can advise? Thanks!!

I think so, i can see i have two keyboard inputs now, but the problem is that i can not shift to Chinese when i press Alt-Shift
