Is it a good time for final grading?

We have little experience with the landscaping processes... but hoping to get some advices from the handy men/ladies from this forum.  
! `# O2 R) B0 R+ L1 M8 l& LWe just received the certificate for the rough grading with our new house this week. Right now it is almost the end of September, and I wonder if this is a good time for final grading? Or should I wait for next year? also, do I need to wait for the final grading certificate before building a deck (or a concrete patio)?

it is. Late fall is the good time for lawn also.
