我们夫妻是拿工作签证到爱城的，刚生了老二，老大在国内生的，现在4岁。不知道有没有资格为两个小孩申请牛奶金？哪位指点一下，谢谢。

老二肯定有 老大需要注满18个月 从19月开始领 工作签证的也可以

不管孩子是哪里的国籍。
